It recorded eleven millimeters of rain at the municipal gauge, a high tide below the danger mark, and a flood in East Ward deep enough to lift cars into bedroom windows. Local newspapers called it the dry flood. The phrase sounded like folklore until Mara placed Owen's map beside the gate telemetry and saw that water had been directed, not merely accumulated.
